How do I get this “sticky” menu to be the only menu.

Hi folks! I work for a non-profit occasionally and they would prefer their “sticky” menu to the regular menu (on desktop) [on this site](https://artbullpen.com).

It’s a custom made theme, so there are no controls for adjusting the header, and there’s not a plug-in which controls it either. But I do have access to the header template and css files.

Any idea where I should look first and what I should change to make the sticky header stick?
