How feasible is it to add completely custom coded advanced aspects to a WordPress site?

By advanced I mean a system in which two users negotiate a price before transferring money via paypal and a digital file at the same time (both have to upload their end before each can receive eachother’s download) This would be built off a user system built in wordpress
