How is this possible? interactive maps

I’m new to website development and am currently looking into how my ideas may be implemented on a new website being built with wordpress/elementor.

I would like an interactive map within my site that uses my own self created map, scales to mobiles, has zoom capabilities and allows for the adding of nodes/button for informational pop ups and links. Example below.

Many of the map plugins seem to use real world locations and don’ specify the use of user created maps.

Any information on how it would be possible to add something similar to my site would be very much appreciated.
