How to access WordPress sites without using VPN?

I read translated novels and translators tend to upload their translations on WordPress. Why is it that I can access the same site without using VPN at times and sometimes I can’t load it at all evethough its like a minute apart (on Safari/ Chrome on my iPad)? WordPress is alight on my android phone in Chrome using the same Wi-Fi connection.
