How to Avoid Unnecessary Page Indexing When Setting Up a New Website Theme?

Whenever I open up a website, choose a theme, and then a starter site, a bunch of unnecessary posts gets indexed. It remains on search consoles as ‘not found’ or 404 error after I delete those pages/posts and redesign my website. Is there a way to set de-indexation from the beginning so that when I choose a theme and starter site, those unnecessary pages don’t get indexed?
