How to change page address format?

Most of my page addresses are numberical – ie., [https://www.domain.com/421-2/543-2])

Instead, I would like them to be more meaningful – ie., [https://www.domain.com/about])

I first went to Settings > Permalinks and changed that to “Post Name” for the permalink structure… but that didn’t change anything.

I went to one of my pages > settings > url > permalink and it seems I can only change the 543-2 part… not the whole thing.

These are all Pages ( not Posts ), so I am not sure if that makes a difference?
