I want to create a car rental website, In which i can add bookings of a car..if the car is booked it will not available for anyone else at that time period.there are some features like starting date, time range,type of car, price ,a billing system. i want a basic help on which ecosystem will be good for a startup business like 1000 customer base.?

You could use a rental wordpress theme, there are dozens available. Or, you could pay someone to build it for you.
I would use Laravel rather than WP. It can be done with WP but this sounds more like an application than a website. Again, possible but maybe not ideal.
