Hi,
I had to go back to a PDF file I uploaded a couple of months ago and redact some information on it. After re-uploading it, the link URL changes because it has a new submitted date. I cannot edit the submitted date in media gallery, so I am wondering if anyone knows how I can do this, whether there’s a plugin that can achieve this or if there’s another way I’m not aware of?

Use a plugin called Enable Media Replace. This puts a button in the media tool allowing you to replace exisiting uploaded files without changing the url.
