How to get a gutenberg cover block to maintain its size regardless of the text it holds? And am i going about creating a 2×2 grid in the right way?

I am trying to make a uniform 2×2 grid of cover blocks, all having the same size but the text inside each cover block will be different. The problem i am facing is that depending on the contents of each cover they take different sizes. For example if one is York and one is London then the London cover is larger. So can anyone help with how i would get the cover blocks to not change size based on the content text.

If it is relevant the way i am going about this is i have a columns block that splits the screen in half, so two vertical columns, the left hand column is for the 2×2 grid and the other is for something else. The left hand column has two row blocks one above the other and each row block contains two cover blocks. so they make a 2×2 set over cover blocks. I don’t know if this is a really roundabout way of doing this because I’m just starting with gutenberg so any advice on this would be appreciated too.
