How to get a WordPress.org backup site up and running again

Hey all, I got screwed by a scammer who was developing my website, luckily I was able to get a backup of the website before we ceased contact and right now the site is offline.

I have literally zero experience with anything coding related and not one of the thousands of articles out there could help me out how to get this thing online, all they do is teach how to start from scratch.

Could anyone walk me through, step by step, how to get this WordPress.org backup online again?

In the backup there are 19 files that I figured I have to execute using WAMP and a .sql archive that I have absolutely no idea what to do with.
