I started my blog just a couple of weeks ago, and before going crazy with marketing, I‘d like to set up a mail list so people won‘t just visit my page and never come back. What do you guys recommend for the service, and how much would people usually have to pay? Google is giving so many different answers

IMO mailing list signup forms are becoming a thing of the past. But if you insist on having one, you can use mailchimp. Create a list on there (E.g website newsletter) and then copy and paste the signup form html into your website.
There are a few hoops to jump through with data protection depending on your location.
