Htaccess issues and 403 errors

I’m trying to help a friend with their website and I don’t understand why his .htaccess is empty and they are facing multiple 403 forbidden errors on multiple pages (plugins -> add new / media -> library).

They have another odd file called htaccess.th in the root directory, and the only thing I can find about it on the net is a guy telling that’s a malware.

We already tried disabling all plugins and resetting permissions. Those mentioned pages still can’t be accessed.

What could it be? Is it really a malware?

If it can be of any help, they just migrated to a new hosting.
