Possibly done with elementor. 01 is a carousel/slider and 02 is a shape divider. Probably doable with other builders and obviously doable with CSS.
Non of this really has anything to do with WordPress I would check out some CSS pseudo elements for 02 and a slider JS library like Slick.js for 01 👌
