You’re asking about [Wordpress.com]), not WordPress. They’re two different things.
And no, you don’t “get” plugins – only the “privilege” to be allowed to install them on [Wordpress.com])
Self-hosting your own WordPress site (see wordpress.org) has no such restrictions – you can install whatever plugin or theme you like, for free. On either platform, you still need to purchase premium plugins/themes.
Hence why most people will tell you not to use WordPress.com.
