I need to build a page to live on a client’s existing site – could I build it on my own site and transfer it to theirs afterwards?

WordPress novice here. My workplace has been contracted to do a research project for a client. It will be delivered in the form of a "dashboard." I put dashboard in quotes because we did a very similar project for this client previously and in the end it didn't actually involve a lot of data visualisation and was really more of a webpage. I built the previous project in Tableau and they embedded it on a page of their WordPress site. I would like to avoid Tableau this time (for a lot of reasons but mostly because the project demands were very different than what Tableau is for) and would rather just build it on WordPress with a couple data vis embedded if necessary. I know from the last project that the client preferred not to grant me access to their site in any capacity and just wanted a finished project passed over to them at the end of the contract that their team could then embed on their page. Tableau was their suggestion.

This might be very simple but I've only ever used WordPress as a designer given access to a page to do basic web design. I'm inexperienced with the broader ecosystem. Could I build a page, without access to their site, and then give that to the client to connect to their site?

If so, I would appreciate any guidance on how to do that. The more detail the better as I'll need to explain it to the client at some point.
