Image optimisation + S3/R2 storage for CDN?

I am after a solution to optimise image uploads and store them on S3/R2.

I am aware of Media Cloud and EWWW Image Optimizer working together but I don’t want to pay for monthly Media Cloud yet as this is a test project that I don’t expect to really get much use for a while.
