Hello,
Apache and Nginx are 2 different things.
Apache uses htaccess file, Nginx has other config files that even require server restart on change.
You also need GD or Imagick library (supporting webp) installed on server.
I’m using Local by Flywheel and Xampp locally and everything works, so there is simply something wrong with your server setup, but this is beyond the support I can offer you in here unfortunately.
I recommend you to try one of these I mentioned.
