This message shows up when the return value of the wp_using_ext_object_cache() function is false. This means that either the object cache isn’t actually enabled on your site, or that Litespeed does something a bit weird with its object cache which doesn’t affect the return value of this function.
Can you check your config and if the object cache is definitely enabled then you should contact the authors of the Litespeed plugin and ask them to take a look.
