Do you treat an order as “confirmed” when the order reaches the Completed status?
If so, you can create the invoice at this point, selecting the Completed order email notification, under WooCommerce > PDF Invoices > Documents > Invoice > Attach to:
To avoid creating the PDF invoice sooner, disable other email notifications.
