Is a network really necessary for multisite?

Hi, I’m looking to create a multisite to create a multilingual website.

But is there any reason why I need to network these two sites?

I’ve seen that i can share themes, plugins and media files.

But is that all?

Is there any problem if I don’t network them and install plugins or themes on each individually?

I’m just wondering if there’s a specific reason why I need to network them.
