It’s a bit of a gray area. If they are selling the premium plugins under the same name as the premium plugins then it is not legal. However, the GPL license wordpress is under is extended to and applies to all plugins, meaning you could basically take the source and not their trademarks and be fine, but that is not what these reseller sites do.
Probably all of these plugins and themes are *nulled* by the shop in question. This means they are plugins/themes that were originally licensed under the GPL by the original authors and were modified/altered by the shop to not require a license key.
While in most cases this is not necessarily illegal since the software was originally licensed under the GPL, nulled plugins are risky and are not recommended for many reasons, including you don’t know what else has been modified.
