Is it possible to apply the same template to multiple pages, but make each unique without affecting the original?

I’m building a site where there is a main homepage that all customers go to, but each franchise owner, at specific locations, will have a similar, personalized, homepage with their contact info.

I made a main homepage template hoping that I could apply that template to multiple pages, and then make slight tweaks on the individual pages for the purpose of personalizing the contact info and doing SEO for local traffic. Any tweaks I make to the local homepage changes the main homepage template. I just want to update the one instance.

One idea I had was essentially turning the whole page into a Reusable Block and then converting it back to a Regular Block to disconnect it from the original, then make the tweaks I need. This is the best option I can think of so far, but I would still have to create a new whole new template for each page.

Is there an easy way to do this, or do I just have to create a reusable block for the whole page and make a new template for every homepage that I make?

I’m using the most recent version of Gutenberg with the Twenty Twenty Three theme, and I’d like to avoid additional plugins if at all possible.
