Elementor has its own modules, and it doesn’t support the Gutenberg Blocks (the ones which are native to WordPress). Elementor was made long before the WordPress Blocks were implemented, so they are still on their own separated system to layout your screens.
Meow Gallery uses the Gutenberg Blocks (which is why it’s called Gallery Block in the WordPress repository, and not Gallery Module for Elementor).
You can still use the Meow Gallery by using its shortcodes: https://meowapps.com/meow-gallery/tutorial/
