Is there a Pagebuilder or FSE that is Best for Accessibility Implementation

I am a “new novice” at best with WordPress. I know HTML and can tinker with the CSS through the dev tools to accomplish the look I need. My client’s site must be WCAG 2.1 and Section 508 compliant. Would you recommend any page builder or FSE to implement accessibility features over the others? I am not looking for the non-existent “magic plugin”. I am looking for recommendations on not necessarily the easiest way to add the needed ARIA declarations, etc. but for best practice without getting too far under the hood.
