Is there any way I can reclaim ownership of my WordPress site?

Hello! I have a small business website created by someone I hired on Fiverr. It’s on WordPress, but apparently he is using his own server to host it. I am not entirely sure how it is setup, I initially thought it was all on WordPress. But now I am getting an error message that states “Please check your Primary Site’s Jetpack connection.” I am unable to make any updates/changes to my website. I reached out to the gentleman who created my page, and he refuses to do any updates or help me until I pay him more money. He is basically holding my website hostage. Is there anything I can do to get my site moved away from him?
I appreciate any guidance you can provide me.

    If this person is hosting the site on their server, your options are 1) pay them, then backup and move your site to a server you control, 2) just start over from scratch 3) legal means (speak with your lawyer).
