I’m a photographer and videographer that wants to deliver photos/videos through my personal website instead of through WordPress’ storage (pricing goes crazy for just a few GBs), Google Photos (I still don’t wanna pay), or any other means of cloud storage.
In an ideal world, I’d keep my photos on a massive drive at home and let it be pulled from as needed. I already have a spare PC that can be dedicated towards the storage and server.

Not unless your home PC is publicly accessible to the internet – which it shouldn’t be.
For my clients who have very large image libraries (e.g. art galleries), I use BunnyCDN storage (it’s very cheap) with the [MediaCloud](https://mediacloud.press/) offloading plugin
My suggestion would be to use https://en-gb.wordpress.org/plugins/amazon-s3-and-cloudfront/ to host your media on an Amazon S3 bucket it’s super cheap storage, and hosting on your local machine is not really a viable option, although it’s technically feasible.
