I am interested in developing a standardized theme for a small municipal website (no more than 100 pages), which can be cloned over and over and sold as subscription package. The objective is to simply adjust the colors and content to suit specific towns. My intention is to construct this theme using either a custom theme or the combination of Bricks or Oxygen with ACF.
Im kinda afraid of performance and security. Yes i have good secure LiteSpeed server and can make sites to load in 300ms, but im not sure what it’s gonna look like when I let clients in. What would be your approach?
I thought about JAMStack as well, but feel more confident with WordPress. Does it even make sense to develop something like this, or is it a trap next to a trap? There are only two companies in my country that manage municipal websites, so there is a huge opportunity.

governments have many additional requirements on accessibility. also, security, they may not allow the backend to be on the same URL at /admin for example.
What country has only two companies selling sites to governments and possibly one guy stepping in between? I doubt your country exists.
