Is WordPress capable of this (Interactive simple app with database)?

Hello,

i have a general knowledge and skill in programming, but not enough to answer this question myself. I have learnt just the basics of Flutter, Python and web related languages.

The question is this:

I would like to create a web app, but i simply do not have time to learn to do it from scratch, write the whole code manually, therefore i thought there might be some solution that would allow me to create the app interactively.

The app would serve the medical staff at summer camps and other events for children, where medical stuff is required in my country and must conduct their work accordingly to the law, which also includes medical records that most of the agencies here have in paper form, writing things down with pen and pencil. I used to work as a medical director for an agency that had a programmer develop a medical record system and it was great. That i would like to do.

Is WordPress capable of creating an app, where the user can create a simple medical record, save it to a database and recall it? To me it sounds like a very simple thing, but what do i know.

In case it is possible, can you direct me to useful resources where i can learn more about this specific subject?
