Could you clarify whether this concerns the Cookie Banner, or the Cookie Policy document that is generated by the plugin?
Assuming that you’re using the free version of Complianz; if you configure the plugin for the UK, this region/banner will be applied globally. So there shouldn’t be a difference between visiting from an IP address in Spain or the United Kingdom in that case.
I don’t immediately recognize this behavior though, do you have any further pointers as to the behavior that this user experiences? Should I interpret ‘getting past’ the Cookie Banner as in that it keeps re-appearing, or perhaps that it doesn’t close at all?
Any additional information would help.

What does this mean; All good. However, there has been a user who needs access from Spain but they cannot get past the Cookie Policy.
There’s no restriction from Complianz who can see, find our access any page.
