You appear to be using a customized checkout template, something like WooFunnels?
If you test with a default theme, you will most likely find that Klarna is behaving as expected. Please try that and get back to us so we can send a report to the developers of your checkout template.
Local payment methods such as Klarna rely on the updated_checkout event that’s triggered by standard WooCommerce. If your checkout template isn’t refreshing the html, that could result in Klarna not showing when the conditions for it’s display are met.

All good now, I just updated the woofunnels plugins and now its fixed. Thank you guys
