Landing page plugin with a click-to-agree disclaimer?

I need a plugin that lets me display a custom disclaimer (not an age gate or email sign up) to users upon each visit. Ideally visitors would be able to tell it to remember their device and not have it show again unless they clear their browser . I don't know if that's possible or not though. Thanks for any help you can give.
