Large multi-site themes (page builder) and Gutenberg?

Howdy, I’m back again…

So I’m looking more at my issue of theming a large corporate multi-site instance, and I’m considering using something like Oxygen or Beaver Builder to build the core theme/templates, but then probably use Gutenberg for the “content” otherwise.

Ideally I’d like to have tighter control for developing content elements for site maintains to use, but I fear there are going to be too many individual variations to enforce styles for specific content pieces. (For example, I’d love to create contact-card styles in the content, but I’m not seeing how to do that in the page builders for otherwise free-form content).

So does a structure like this make sense? Or is there another tool I can use to enforce styles on the users, but still allow them to build the pages however they want?
