That is due to layout difference in your second file.
It follows the auto structure for Double internal page- Booklet format.
In that format you need a last page of same size as the first page. You can add a last page to the PDF that is of same size as first page and that layout will be valid.
Or you can split the wide PDF pages into two pages like in

Yes a blank page can also complete the layout.
