Is there a way, either plugin or native, to add a list of posts on a page with a specific tag?
For example I make a page about the color blue, then i want all of the posts i have with “blue” as a tag to be listed automatically on this page by shortcode or some other code or block.

Tags have their own pages e.g. [example.com/tag/blue])
If you mean adding the list in the page within some other content, yes, there are plugins for that
