I have a site up and running on my server, which is publically available. But I want to download it to a local wordpress app so that I can experiment with it, and not change the current public site. So I downloaded “local” (on linux: “local-by-flywheel-bin”), and made a flywheel account. And then I got stuck. To migrate a site, I need the flywheel migration plugin, which doesn’t seem to exist. I also don’t know if I need a barebones local site to start with, or not. I tried to create a site, so find that I needed to choose a plan, none of which were free.
What should I be doing here? I simply need some way of developing a wordpress site locally, on a linux machine, before I export it to the server. Many thanks!

You can use “All in One WP Migration” plugin to export the public website, import it on Local env, and start experimenting.
Simply install any backup/migration plugin (wpvivid, updraft, duplicator, etc) and do the transfer that way. You don’t use the WPEngine/Flywheel method unless you’re hosting on those platforms.
WP Migrate Lite is free and has a full site export option. Then you can just drag and drop that into Local. You can use the PRO version to migrate your site anywhere from Local. Their Connect feature only works with FW and WPE but you can use various methods to get sites into Local and migrate them back out anywhere. They have help docs that go over all this and their public forums.
