Looking for a free registration form plugin that supports conditional outputs based on the number of registrations

I can’t seem to find a free and simple plugin that supports this functionality. I am building a registration form where visitors can sign up for classes which can be selected from a drop-down menu. Once a defined limit is reached, they ought to be put on a waiting list and get notified about that.
