The site you’re linking to is running Baskerville 2, which is a WordPress.com version of Baskerville developed by the WordPress.com theme team. The code in it is completely different than the code in the regular Baskerville theme, so I can’t provide support for it here. You should probably reach out to WordPress.com support.
If you’re running a self-hosted WordPress installation, you can also install the regular Baskerville theme, which shows excerpts on the archive pages by default. There could be some other differences between Baskerville 2 and Baskerville that you don’t want, though.
(The setting in Settings → Reading only controls how content is presented in RSS feeds – not on the front-end of the site.)
