Menu and blocks do not appear on the homepage

I’ve tried using another browser, cleared cache and in incognito tab. I even used another computer, a notebook that is stopped here and both display the pages unconfigured.

I could send a print, if it’s ok then I’m happy.

Weird. I don’t know what is happening here. My computers are not displaying correctly.
