Menu Section Not Available Under Appearance Section – help!!

Hey there,

I cannot figure out why Menus is not appearing under the Appearance section. I'm looking for help, I am a newb to wp and hosting from digital ocean if that makes a difference. I have done a couple of things to debug without luck:

-I have deactivated plugins

-I have uninstalled non-wp themes
