Seems like your website does not have correct permissions.
Please, perform chmod -R and chown -R on all your files under WordPress root.
Especially check this file, if it has different permissions:/wp-content/plugins/wpcat2tag-importer/readme.txt
Once you do that try to run backup process once again.
