Missing a temporary folder

Hello guys,
Please I need help with this error, this message showed up when I was trying to upload images, theme or plugins from my localdisk and I’ve trying fixings it by creating a temp folder in wp-content with the necessary dir. In wp-config.php and still it’s showing thesame issues… so guys I need your help to solve this. Pls
