Resolved

This was because of no SSL on local WP. I tried on the live server with SSL and the API keys page came back.

I did get an alert no local however it wasn’t clear about which plugin had activated it (it doesn’t say MIPL WC Multisite Sync. Also, when I forced LocalWP SSL it still didn’t work.

But now it’s all good.
