It’s difficult to determine what is causing that without more context into your site’s configuration but the first thing I suggest checking is the WooCommerce GeoLocation option.

WooCommerce adds that automatically to bypass your site’s cache in order to be able to determine the visitor’s location reliably.

You can either disable that or update your site’s configuration, I suggest reaching out to WooCommerce support if that is causing this as it’s something they can help with and if they suggest a code snippet we’re happy to help you set it up with WPCode.
