You can find hybrid developers/designers, but usually devs build templates based on a design provided by the client or by a designer working with the client. I do dev work myself, and if it’s simple templates, I’ll do them myself, but if they want bespoke pages I have a web designer I partner with and we both give a quote for design/dev. I’ve did that 3 times in the past month.
you might try FIVERR for something like this to save money, just be sure to check their revues first.

Hire a developer or an agency. Do not leave template making to designers alone.
Both. Think of the designer as the architect and the developer as the construction crew. The designer creates a picture of how the site should look based on your input and the developer turns that picture into a functional, responsive site.

“Create more templates” is a pretty nebulous request. I can think of half a dozen *completely* different sets of requirements, depending on theme and plugin configuration. Each with their own nuances. I would highly recommend putting the project with as much detail as possible on a reputable platform like codeable, as opposed to upwork or fiverr or similar. I have no affiliation with codeable, but in my experience they will ask the right questions to give an accurate bid and make sure you are getting your money’s worth. “Template” could mean a lot of different things, and often means something different to a user than it does to a developer.

This depends heavily on what they mean when they say “templates”
If they’re asking you to build new or add to existing themes, then yeah, probably a developer is the right call.
If they mean you need new templates in that they want new pages with blocks and save them as “templates” for others to use later by replacing placeholder images and lorem ipsum text, a designer is fine.
That said, any designer or developer worth a damn will have experience in both camps, it’s just a matter of which way they lean. Don’t hire a dev who lives in command prompt and don’t hire a designer who insists on using safety scissors – you’ll play hell getting either to deliver a final product, much less one worth using.
First step here though is to get a clear and specific set of goals from your boss. You need to know what they expect to be delivered and how it will be used – basically, what is the definition of success?
If they want to ship new and exciting features, you probably need someone with more code experience. If they’re happy with the site but want more variety and/or ‘templates’ anyone can use to bust out a new page or two as needed, someone with more graphic design experience is probably the way to go. That said, your dev will need to know how to make something that doesn’t look like dogshit and your designer will need to be able to produce something that others can use and won’t blow the site up…
