Need help! Billing not enabled console error for Google places and maps API, but when i check the Google Console it seems ok.

I find anything Google related incredibly frustrating and confusing. Clicking on the above links just takes me a list of projects. I click on the project and then what? i can’t find anything in there that is relevent. As far as i can tell its linked to a billing account with an active credit card.

I shoule also note that this was working earlier. Its for a friends website and they had it working without a problem for ages.
