Nobody except the admin role can not upload zip files larger than 2 MB

Hi, I’m trying to solve the problem: nobody except the admin role can upload a zip file larger than 2 MB. The problem is in security and permissions in my opinion. I don’t know how to solve this problem, so I’ll be happy to any suggestions.
