Hi all,
Very new to WP, so I’m hoping someone can help me.
Using WP 6.1 with the Astra Theme and I’m trying to get the Menu to be in its own section up the top of all the pages instead of over the image like on this page:
[https://i.imgur.com/IbGCpuZ.jpeg])I would like just a separate section at the top containing the menu and the image and the rest of the page below that.
Can this be done?

Absolutely. I’m not familiar with the Astra theme per se, but ideally what you want to do is have your menu in the header and have the header be it’s own row. Then the row beneath the header row could be the one with your background image. Are you using a page builder like Elementor/Divi or the native WordPress Gutenberg? Elementor does make things a bit easier in my opinion and has a ton of tutorials out there so perhaps you can have a look through some tutorials and pick up the basics. But yeah, to your original question it can be done.
