Our GetPaid plugin does that out of the box and it is free (Stripe is an add-on, but still free).
Gravity Forms will do this also.
Sorry I misunderstood your requirements, it doesn’t have the option to charge Stripe fees to the customer…
Possi ly though, you could use the tax field to add a fixed % of the total amount
