So I made an ecommerce website using woo commerce and elementor plugins. For payments the requirements are for 70% of the payment using bank transfer during checkout and the remaining cash on delivery or 100% bank transfer while checking out.Is there anyway i can set this up?

Insert that requirement into the description of the payment method (bank transfer).
The store displays 100% of the product cost, but you can dispatch the product with only 70% of the payment received through this payment method.
