The error AGREEMENT_ALREADY_CANCELLED means that the buyer has canceled the billing agreement in their PayPal account when the plugin attempts to charge the saved payment method. A vaulted payment method always goes hand in hand with a billing agreement.
When the buyer cancels the agreement, it will not be possible to charge them until they establish a new agreement with a new purchase, as they effectively invalidated the mandate with this step.
